二、申請人的資格要求
2. Qualification Requirements for Bidder

(c)本項(xiàng)目的特定資格要求：1、未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法失信主體、政府采購嚴(yán)重違法失信行為記錄名單； (c)Specific qualification requirements for this program: 1. Not included in Credit China (www.creditchina.gov.cn) and China Government Procurement website (www.ccgp.gov.cn) in the record list of persons subject to enforcement for trustbreaking, major tax law and trustbreaking subjects, and serious illegal and trustbreaking behaviors of government procurement; (2) It must be a legal person or an unincorporated organization legally established in China; 3, with the value-added Telecom Business License, business types must meet the requirements of the project service content; 4. Subcontracting is not allowed for this project.
